How reproducible:
Always.

Steps to Reproduce:
1. Configure roundcubemail + sieve:
/etc/roundcubemail/config.inc.php:
...
$config['managesieve_usetls'] = true;
$config['managesieve_conn_options'] = array(
  'ssl' => array(
    'cafile' => '/etc/pki/tls/certs/ca.example.org.crt',
  ),
);
...
2. Login to roundcubemail and open sieve filters.
3. Check log-file /var/log/roundcubemail/errors.
