It turns out that alternating the second levels between leading with one
and two spaces results in the desired behaviour.
So you would need to do:

* Test1
 * Sub1test1
 * Sub2test1
* Test2
  * Sub1Test2
  * Sub2Test2

When cerating unordered list like this:
* Test1
 * Sub1test1
 * Sub2test1
* Test2
 * Sub1Test2
 * Sub2Test2
 
I would expect to receive two level 1 elemente and four level 2
elements. 
But I receive five level 1 elements and only two level 2 elements
(Sub1test1 and Sub2test1).

Test script:
