That seems like a bug to me. The ".part" files should be deleted after
the download has finished.
Perhaps you should file a bug on this in the bugzilla database?
(bugzilla.mozilla.org)
File it under Toolkit->Download Manager.

The "avoid creation of these unwanted files" part, I don't know about.
Perhaps that is https://bugzilla.mozilla.org/show_bug.cgi?id=289937?
