This question can't be answered generally. Basically you can implement HTML
and CSS interpreters in any programming language.
Having said that, browsers are typically implemented in C and C++. Though
note that Mozilla is currently replacing parts of its core rendering
features by modules implemented in Rust, a programming language created
by Mozilla and others contributors. See the Quantum project for more
information on replacement.
