Yes, it's complicated and basically no tooling exists right now.

That said, we might call it it tt-Cyrl from the get go?

Related question, is there a transcription from Cyrillic to Latin? I 
know that uconv has something for Serbian, for example, but didn't find 
something for Tatar ad-hoc.
