This is off-topic since it doesn't require any spec changes, but one
alternative might be for a library author to host the sourcemap and source
code on their own site and link to it in the minified code using an
absolute URL. Presumably the traffic from debuggers will be a lot less than
the original file. It should still be on a content network though.

A minifier service could automatically create a directory containing
sourcemap and source code for each library it minifies.
