I'd suggest making a survey to know what are the requirements of every
community worldwide and what they already implemented. We can do it as a
plain survey, but I think it could be better if we will build it as a
semantic form on wiki.mozilla.org so instead of one-time survey, we could
use it as a continues survey similar to the L10n:Teams page, so each
community could update their page and our stats page will update
accordingly.

I am going to start working on this in a sandboxed wiki. Let me know if you
have some thoughts or want to join me.
