Seems that the cap2.tgz file is an archive of the CAPLIB package, not 
the entire contents of the Waterloo Apl Archives...

The URL originally posted leads to an ftp site which contains quite a 
bit of the Waterloo archive (if not all of it?)  ... if you open the 
file Welcome.html there is a write up of various resources - some of the 
links in there no longer work, but interesting all the same.

If one grabbed all the files in the ftp link you would have the archives 
such as they are.
