I pay my yearly $99+$99 for the ACM membership and full Digital
Library access, and it is money well spent.  (Earlier this year, I
ditched ten shelf meters of ACM pubs to reclaim that space.)

While the SIGMICRO Newsletter Archive is pretty complete, issue
vol3no4 is indeed missing in the DL.  The front matter of issue
v4n1 explains that the v3n4 publication/shipment was delayed but
confirms its existence.  A summary of all prior Newsletter contributions
at the end of the v1n4 front matter also confirms this:
