Certainly is, a mate grew up in Southern California and most of his 
family still lives there, he visits there approx once a year and not 
once has he ever spoken about any prohibitive state taxes.
US tax laws sound a bit crazy, when my mate visits his family he uses 
his Australian passport because he says its possible the US tax dept 
could come after him because he hasn't filed any US tax returns for the 
last 40yrs which he supposedly has to do because he is still a US citizen.
